Grecia pone un pie fuera del euro

Tanto ha ido el cántaro griego a la fuente de la Comisión Europea que ayer acabó por romperse en mil pedazos. De la peor forma, con un Ejecutivo comunitario al que ya se le ha acabado la paciencia después de muchas semanas mordiéndose la lengua sobre el proceder negociador heleno. Jean-Claude Juncker, harto y «decepcionado por sus grandes esfuerzos» -ha sido quizá el único aliado de Tsipras-, dio ayer un puñetazo encima de la mesa y dijo basta tras un fin de semana rocambolesco que se había concebido, al menos desde Bruselas, como «un último intento de encontrar una solución». «Estaremos muy felices de contribuir para que las conversaciones avancen, pero debe haber algo serio», recalcó su portavoz, Margaritis Schinas. «Sólo somos mediadores entre Grecia y las otras 18 democracias del euro», zanjó sugiriendo que en esta disputa no hay buenos y malos, sino unos contribuyentes (griegos) que piden dinero a otros contribuyentes (Eurozona) que quieren las máximas garantías de recuperar su dinero.

¿Y ahora, qué? O el Gobierno de Alexis Tsipras mueve ficha y presentar por fin una propuesta «seria» a la Troika o... Quién sabe. El impago a final de mes al FMI, el corralito (control de capitales) o el 'Grexit' (salida del euro) son escenarios cada día más realistas. Y lo peor es que de producirse, llegarían de la peor forma, a través de un accidente que tendría unas consecuencias impredecibles para los griegos, pero también para la Eurozona, como admitió ayer en el Parlamento el presidente del BCE. Un Mario Draghi que aseguró que «la pelota está en el tejado griego» pero que a su vez instó a todas las partes a llegar a un acuerdo inmediato. «Es una decisión política que deberá ser adoptada por políticos elegidos, y no por banqueros centrales», insistió.

La gravedad de la situación es evidente e innegable por todas las partes, pero si la Comisión buscaba amedrentar a Tsipras, nada más lejos de la realidad. «La insistencia de las instituciones en nuevos recortes de las pensiones tras cinco años de saqueo a través de los memorandos sólo puede explicarse por conveniencias políticas (...). El Gobierno esperará con paciencia a que las instituciones se unan al realismo», recalcó el primer ministro en un comunicado. «No firmaremos una prórroga de la crisis», apostilló su ministro de Finanzas, Yanis Varoufakis. Pero si de algo carece Atenas es de dinero y sobre todo, tiempo para conseguirlo. El 30 de junio debe hacer frente al pago de 1.544 millones al FMI y el 30 de junio, además, expira la prórroga del segundo rescate concedida por el Eurogrupo para intentar cerrar con éxito un programa que supondría inyectar 7.200 millones a las arcas griegas.

«Un plan de emergencia»

Juncker, Tsipras y Draghi. Sí, fue un lunes de lo más movido. Por partes. Por otra parte, manifestó que «no es verdad que las instituciones pidan otro recorte de salarios», sino que el modelo actual se guíe por la productividad para que el país gane en competitividad y pueda sostenerse por sí solo. En cuanto a los objetivos fiscales, muy por debajo de los contemplados en los programas de rescate, los acreedores piden un superávit del 1% este año, del 2% en 2016, del 3% en 2017 y del 3,5% en 2018. Atenas, en un principio, avalaría estas metas. Al final, la distancia del ajuste fiscal es de 2.000 millones, migajas en una Eurozona con un PIB de 10 billones.

Y para problemas, las formas. Este fin de semana, por ejemplo, los negociadores griegos no sólo llegaron tarde a las citas del sábado y el domingo, sino que no presentaron propuestas nuevas ante el enojo y la sorpresa de los técnicos de la Comisión, el FMI y el BCE que se movilizaron el fin de semana a petición de Tsipras, que quería una reunión en persona porque no se fiaban de las filtraciones de documentos o incluso de que los móviles estuvieran pinchados, como desvelaron fuentes comunitarias. Pero lo que iba a ser un encuentro 'top secret', fue oportunamente filtrado a la Prensa griega.

Ahora, el futuro se fía a un Eurogrupo que se celebrará el jueves en Luxemburgo y que promete ser un auténtico fracaso después de los nulos avances en el apartado técnico. Y si alguien dudaba de la gravedad de la situación, escuchen: «Deberíamos trabajar en un plan de emergencia porque Grecia podría caer en un estado de emergencia», advirtió el comisario alemán, Gunther Oettinger.
